Foreign Scholarships for Sri Lankan Students 2027: China First, Compared
Foreign scholarships for Sri Lankan students, China first: CSC, Silk Road, provincial, CIS and MOFCOM routes, compared with MEXT, GKS, Chevening and more.
In short: Of all the foreign scholarships for Sri Lankan students, China offers the most routes: the Chinese Government Scholarship (CSC) through the Sri Lanka Ministry of Education or directly through a university, the Silk Road programme, provincial government awards, university scholarships, the Confucius Institute (CIS) language scholarship and MOFCOM degrees for working professionals. Other countries such as Japan, Korea, the UK, Australia, Germany, Türkiye, Hungary, Russia and India also fund Sri Lankans, but most of their awards are postgraduate only and have fewer places.
This guide puts China first, because that is where Proton Education Services works and where Sri Lankan A/L students have the widest choice. It explains every China scholarship route, then compares China with the other main government scholarships open to Sri Lankans for 2027 intakes, and ends with a yearly calendar. Always confirm the current call notice before you apply, because amounts and dates change each year.
What China scholarships can Sri Lankan students apply for?
Sri Lankan students can apply for seven kinds of China scholarship: CSC Type A (bilateral, via the Ministry of Education), CSC Type B (via a Chinese university), CSC special programmes such as the Silk Road scholarship, provincial and city government scholarships, university scholarships, the International Chinese Language Teachers Scholarship (CIS), and MOFCOM scholarships for officials and professionals. Several can be applied for in the same year.
| Route | Level | What it usually covers | How Sri Lankans apply | Typical window (confirm) |
|---|---|---|---|---|
| CSC Type A (bilateral) | Mostly master's and PhD; occasional undergraduate quota (e.g. Medicine) | Tuition, dormitory, monthly stipend (CNY 2,500 undergraduate / 3,000 master's / 3,500 PhD), medical insurance | Sri Lanka Ministry of Education notice and online portal (foreignscholarships.mohe.gov.lk), then the CSC online form | Notice usually around December–January; 2026-cycle embassy deadlines fell in February |
| CSC Type B (Chinese University Program) | Mainly master's and PhD; some undergraduate | Same as Type A when full | Directly to a Chinese university that holds CSC places, using the university's agency number | Typically December–April, set by each university |
| CSC special programmes (e.g. Silk Road) | Master's and PhD (some universities also undergraduate) | Tuition, accommodation, insurance, stipend (CNY 3,000 master's / 3,500 PhD at universities checked) | Directly to a participating university; open to Belt and Road countries | Typically January–April |
| Provincial / city government (e.g. Shanghai, Jiangsu Jasmine, Zhejiang) | Bachelor's to PhD | Full or partial: Shanghai Type A full, Type B tuition and insurance only; Jiangsu and Zhejiang often a fixed grant | Through the admitting university or the provincial portal (e.g. Study in Jiangsu) | Typically March–July |
| University scholarships (president, freshman, excellence) | Bachelor's to PhD | Full package to a first-year tuition waiver | Usually decided with your admission application | With admission, typically January–June |
| International Chinese Language Teachers Scholarship (CIS) | One semester or one year of Chinese; MTCSOL master's | Tuition, accommodation, stipend, insurance | Online at chinese.cn, usually with a Confucius Institute recommendation | 15 May for September; 31 October for March (2026 dates) |
| MOFCOM scholarship | Master's (38 programmes) and one PhD programme in 2025 | Fully funded degree for officials and professionals | Through the Chinese Embassy's Economic and Commercial Office and Sri Lankan government channels (e.g. Department of External Resources, Public Administration notices) | Notice published around March in 2025 |
CSC Type A and Type B
The Chinese Government Scholarship is China's main award. A full CSC scholarship covers tuition, university housing, a monthly stipend and comprehensive medical insurance. Type A places come from a small Sri Lanka quota: the Chinese Embassy presented 30 scholarships for 2025–2026, mostly master's and PhD, and an earlier Ministry of Education call offered five undergraduate places for Medicine. Type B is the larger route, because each university holds its own CSC allocation. The Chinese Government (CSC) scholarship guide covers eligibility, age limits, documents and step-by-step instructions.
Silk Road and other CSC special programmes
The Silk Road programme is a CSC scholarship run by selected universities for students from Belt and Road countries, which includes Sri Lanka. Universities such as Nanjing University of Information Science and Technology list full cover with stipends of CNY 3,000 for master's and CNY 3,500 for PhD students. Age limits mirror CSC: under 35 for master's and under 40 for PhD at Sun Yat-sen University. Each university publishes its own guide, eligible majors and deadline.
Provincial government scholarships
Provincial government scholarships are funded by a Chinese province or city for international students at universities in that region. The Shanghai Government Scholarship Type A is a full award (tuition, dormitory and a monthly allowance of CNY 2,500 undergraduate, 3,000 master's, 3,500 PhD), while Type B covers tuition and medical insurance only. The Jasmine Jiangsu Government Scholarship is applied for on the Study in Jiangsu site and is often a partial award (one Jiangsu university lists CNY 20,000 a year for bachelor's, CNY 30,000 for master's and PhD). Zhejiang University lists a one-time CNY 20,000 Zhejiang Government Scholarship for Chinese-taught freshmen. Provincial awards usually cannot be held together with a CSC award.
University scholarships, including Proton partner universities
Most Chinese universities offer their own scholarships, from full packages to partial tuition waivers, and many decide them together with admission. Zhejiang University, one of the universities Proton works with, lists CSC Type A for Chinese-taught undergraduate programmes, the Zhejiang Government Scholarship, and separate scholarships for its English-taught engineering and dual-degree programmes. Names and amounts differ widely, so read the scholarship page of each university on your list rather than relying on general lists online.
Confucius Institute (CIS) scholarship
The International Chinese Language Teachers Scholarship funds one-semester and one-year Chinese language study and the Master of Chinese International Education (MTCSOL). Applicants are usually aged 16–35 and need HSK and HSKK scores at the level the programme sets. Host universities listed deadlines of 15 May 2026 for September 2026 entry and 31 October 2026 for March 2027 entry. Sri Lankan applicants can ask the Confucius Institutes at the University of Kelaniya or the University of Colombo about recommendation and HSK testing.
MOFCOM scholarship
The MOFCOM scholarship, funded by China's Ministry of Commerce, is for working professionals and government officials rather than school leavers. The 2025 call sent to Sri Lanka listed 39 degree programmes at designated Chinese universities (38 master's, one PhD), for applicants under 45 with at least three years' work experience and a bachelor's degree for master's study. The notice reached Sri Lanka through the Chinese Embassy's Economic and Commercial Office and Sri Lankan government channels, so it suits public-sector staff in particular.
Full or partial: what does a China scholarship really pay?
A full China scholarship pays tuition, gives a dormitory place, a monthly stipend and medical insurance. A partial scholarship pays only part, most often tuition or a one-time grant, and you fund living costs yourself. The word "fully funded" is used loosely online, so read the coverage list in the official call before you accept.
- Usually full: CSC Type A and Type B full awards, Silk Road, Shanghai Government Type A, CIS, MOFCOM.
- Often partial: Shanghai Government Type B, Jiangsu and Zhejiang provincial grants, many university freshman scholarships.
- Almost never covered: passport, police report, medical test, document attestation, visa fee, flights (for most China awards) and your first weeks' costs on arrival.
If your scholarship is partial, our cost of studying in China guide lists typical tuition and living costs.
Which China scholarship fits you?
The right China scholarship depends on your level and, for school leavers, your A/L stream. A/L students should combine university and provincial awards with any CSC undergraduate places; graduates should aim for CSC Type B and Silk Road; working professionals should watch for MOFCOM; language learners should use CIS.
- Biological Science stream: CSC undergraduate Medicine places (when the Ministry offers them) and university scholarships for MBBS. Read the MBBS in China guide first.
- Physical Science (Maths) stream: engineering and science programmes at universities such as Harbin Institute of Technology or Beihang, with university or provincial scholarships and a CSCA score.
- Commerce or Arts stream: business, economics and humanities programmes; Chinese-taught degrees often carry more scholarship money, so a year of Chinese first can pay off.
- Graduates: CSC Type B and Silk Road master's or PhD, with a supervisor's acceptance for research degrees.
- Professionals and officials: MOFCOM master's programmes.
Example (hypothetical): a Maths-stream student who missed the local university cut-off sits the CSCA in December, applies to three universities in January with their scholarship forms, and adds a provincial scholarship where the university offers one. Our options after A/L guide compares this with local study.
Do you need the CSCA or HSK for a China scholarship?
Undergraduate applicants for the Chinese Government Scholarship must now submit a China Scholastic Competency Assessment (CSCA) score, and many universities use it for their own scholarships too. Chinese-taught degrees need HSK, usually HSK 4 or above for bachelor's study, and an HSK certificate strengthens any application. Master's and PhD applicants do not need the CSCA.
Plan the test dates first, then the scholarship deadlines. See the CSCA exam guide for Sri Lankans, how to register for the CSCA, the HSK guide and the China university intakes and deadlines guide.
How does China compare with other countries' scholarships?
China has more scholarship routes open to Sri Lankan school leavers than any other country listed here. Most other foreign scholarships for Sri Lankan students, such as Chevening, Commonwealth, Australia Awards, DAAD and the GKS embassy track, are postgraduate only. Japan MEXT, Türkiye Burslari, Stipendium Hungaricum, the Russian quota and India ICCR accept undergraduates.
The table lists programmes where Sri Lankan eligibility was confirmed from an official or Sri Lankan source in October 2026. Proton advises on China only, so for these countries apply through the official links in the Sources list.

| Russian Government quota | Vocational, bachelor's, master's, PhD | Tuition-free study place (living costs mostly your own) | Russian preparatory year usual for Russian-taught courses | Typically October–December | Online at education-in-russia.com; Russian House, Colombo |
| India ICCR (Aid to Sri Lanka Scholarship Scheme) | Bachelor's, master's, PhD (no medical or law) | Tuition, monthly allowance, accommodation support, books grant | English | Typically January–March | ICCR A2A portal; notices from High Commission of India and Ministry of Education |
Sri Lanka's own overseas undergraduate scholarship, approved by Cabinet in July 2025, also funds top A/L students at foreign universities ranked in the global top 500; its first group of 32 students was selected in 2026.
How do you build a strong scholarship application?
A strong scholarship application has four parts: clean, attested documents; a specific study plan or personal statement; two strong references; and the right test scores (CSCA, HSK or IELTS). Selection panels see hundreds of similar grades, so the written parts and references usually decide the result.
- Choose programmes that fit. Match the course to your A/L stream or degree. A mismatch is a common reason for rejection.
- Write a specific study plan. Say what you will study, why that university, and what you will do in Sri Lanka afterwards, using real course names.
- Get references from people who know your work. For CSC postgraduate applications, two letters from professors or associate professors are standard.
- Book tests early. Leave time for a CSCA, HSK or IELTS retake before the deadline.
- Prepare documents in advance. Certified copies, police clearance and the medical form take weeks in Sri Lanka. See the documents and attestation guide.
- Apply to more than one route. For China, combine CSC with university and provincial scholarships where the rules allow.
How can you avoid scholarship scams?
Real government scholarships never charge an agent's "processing" fee to secure a place, and nobody can guarantee selection. If someone promises a guaranteed CSC award for money, treat it as a scam. Check every call against the Ministry of Education notice, the embassy or the university's own website.
- Use official sites only: the Ministry of Education website, embassy websites, university admission pages, chinese.cn, chevening.org, turkiyeburslari.gov.tr and education-in-russia.com. Watch for lookalike domains.
- CSC selection is made by the Chinese side and the university, not by an agent.
- Never send your original passport to anyone except the embassy or visa centre when required.
- Check recognition in Sri Lanka, especially for medicine, with the Sri Lanka Medical Council and UGC.
Legitimate consultants can charge for advice and paperwork, but they should say clearly what you pay for and never promise a result.

Frequently asked questions
Which is the easiest China scholarship for Sri Lankan students to get?
University and provincial scholarships are usually easier than the CSC Type A quota, which had about 30 awards for Sri Lanka in 2025–2026. Many Chinese universities decide their own scholarships with admission, and CSC Type B places are spread across hundreds of universities. Applying to several universities and routes in the same year gives the best chance.
Can I get a fully funded scholarship in China after A/L?
Yes. Undergraduates can win a full CSC award through the Ministry of Education quota or a university, and some universities and provinces offer full packages. Undergraduate CSC applicants now need a CSCA score, and Chinese-taught programmes usually need HSK 4. Many school-leaver awards are partial, so check what each one covers.
What is the difference between CSC Type A and Type B?
Type A is the bilateral quota: the Sri Lanka Ministry of Education screens and nominates applicants. Type B is the Chinese University Program: you apply directly to a Chinese university that holds CSC places, using its agency number. Both pay the same full package of tuition, housing, stipend and insurance.
Is the Silk Road scholarship open to Sri Lankans?
The Silk Road programme is a Chinese Government Scholarship run by selected universities for students from Belt and Road countries, and Sri Lanka is one of them. It mainly funds master's and PhD study, with full cover and stipends of CNY 3,000 to 3,500 a month at universities checked. Confirm eligible countries on each university's guide.
Which countries besides China offer fully funded scholarships to Sri Lankans?
Japan (MEXT), Korea (GKS), the UK (Chevening and Commonwealth), Australia (Australia Awards, master's only), Türkiye, Hungary and India (ICCR) run government scholarships Sri Lankans can apply for. Most are postgraduate only, while China, Japan, Türkiye, Hungary, Russia and India also accept undergraduates.
Do China scholarships cover flights?
Most China scholarships, including CSC, do not pay international flights; they cover tuition, housing, a stipend and insurance. You also pay your passport, police report, medical test, attestation and visa fee. Budget for these and your first weeks' costs even with a full award.
